About the Mayor

Mayor Butch Zwelling
Zanesville Mayor, Howard S. Zwelling earned his juris doctorate from Ohio Northern University in 1962 after graduating from Muskingum College, now Muskingum University, in 1959 with a Bachelor of Arts degree. He is a graduate of Zanesville High School. He practiced civil and criminal law for 22 years in Zanesville and other areas of Ohio. In 1983, he was elected Municipal Court Judge for the City of Zanesville, Ohio. In 1999, he was elected Judge of the Common Pleas Court of Muskingum County, Ohio. Chief Justice Thomas Moyer appointed Judge Zwelling to the Ohio Supreme Court’s Committee on Dispute Resolution in 1989. As a member of that committee, he has been instrumental in creating mediation programs by obtaining funding and other resources to enable numerous municipal, county and common pleas courts to provide constituents with an alternative to the standard means of resolving disputes. Under Judge Zwelling’s leadership, Zanesville, Cambridge, Lancaster and Marietta established nationally-recognized mediation programs. He also created a successful peer mediation system in the Zanesville City Schools. This program brought volunteers into 3rd – 12th grade classrooms to help children learn how to mediate their disputes and reduce the incidences of violence. Mayor Zwelling is past president of the Ohio Association of Municipal and County Judges and the Muskingum County Bar Association, and was the 2002 Zanesville Sertoman of the Year, as well as District Sertoman of the Year. In 2003, Muskingum College honored Zwelling with the Distinguished Alumni Service Award. On July 1, 2005, Howard “Butch” Zwelling became interim mayor of Zanesville, Ohio. He was unopposed in the November election and has currently finished the unexpired 2 year term of his predecessor, Jack Fenton. In 2007, Mayor Zwelling was elected for a four year term which began January 1, 2008. In 2008, Howard S. “Butch” Zwelling was elected to and inducted into the Zanesville High School Hall of Fame.
